From the Executive Secretary, NCDMB:

On behalf of the Governing Council, Management and staff of the Nigerian Content Development and Monitoring Board (NCDMB), I welcome all delegates to the 5th Nigerian Oil and Gas Opportunity Fair (NOGOF),holding here in our magnificent Nigerian Content Tower(NCT), Swali, Yenagoa, from 20th to 22nd May 2025. It is gratifying that we have continued this signature programme, and it has grown in leaps and bounds.From the impressive numbers of registered delegates and other participants, we have all the evidence that NOGOF is achieving its purpose of providing a compass for opportunities and capacity building and that the successes recorded in our Nigerian Content journey will be sustained.

 

NOGOF 2025 is special for a number of reasons. First, it coincides with 15 years of the Nigerian Oil and GasIndustry Content Development (NOGICD) Act, 2010. Moving from five per cent in-country value retention in 2010 to 56 per cent in December 2024 is evidence that we have delivered astonishing results in all aspects of growing Nigerian Content. The various initiatives we are implementing are taking us along our Nigerian Content10-Year Strategic Road Map, and we are evidently on the right path.

 

​NOGOF 2025 is equally special in the sense that it is coming a year after the three Presidential Directives enunciated by President Bola Ahmed Tinubu (GCFR) February 2024 to attract new investments and opportunities into our industry and quicken the turn around time for approving industry contracts.

​

The Presidential Directives have also reinforced our Service Level Agreement (SLA) which we introduced to the industry in June 2017, to deepen compliance with the provisions of the Nigerian Oil and Gas Industry Content Development (NOGICD) Act and ensure timely approvals of documents.

​

Since our last NOGOF in 2023, the Nigerian oil industry landscape has changed considerably, principally from divestments by some international operating companies (IOCs) from onshore assets, and acquisition of those assets by indigenous independents. We are excited to see our indigenous players acquire new assets base and capabilities, and we are confident in their pedigree. We expect them to be bullish in developing new projects, and supporting Nigerian Content growth, while also maintaining the same level of compliance and corporate governance principles and standards of the IOCs. With the new final investment decisions (FIDs) taken in the last two years and the planned investments and strategies by the new big indigenous operators, we are confident that our 70 per cent Nigerian Content target for 2027 could easily be surpassed.

The developments in the industry in the past few years resonate perfectly with the theme for NOGOF 2025, which is “Driving Investment and Production Growth: Shaping a Sustainable Future for Nigeria’s Oil and GasIndustry through Indigenous Capacity Development”.

 

In partnership with Jake Riley Ltd., we have delineated areas of special interest for our deliberations, bearing in mind our overall objectives, namely, to showcase opportunities in the entire oil and gas value chain(upstream, midstream and downstream),inclusive of linkage sectors; provide opportunities for foreign and local investors to build synergies in the industry, and to provide stakeholders with credible information on upcoming projects.

 

There is so much to have us productively engaged and we look forward to all the investment opportunity presentations and deep dives, for which NOGOF is noted. We believe that the networking component of thisFair would be well utilised to advance our goals. Once again, I say welcome and enjoy your stay in Yenagoa.

It is my honour to welcome you all to the 2025 Nigerian Oil and Gas Opportunity Fair (NOGOF) themed DRIVING INVESTMENT AND PRODUCTION GROWTH: SHAPING A SUSTAINABLE OIL AND GAS INDUSTRY THROUGH INDIGENOUS CAPACITY DEVELOPMENT.

 

The Nigerian Oil and Gas Opportunity Fair (NOGOF) has been conceived as an industry flagship event, to showcase multi-year project opportunities in the upstream, midstream and downstream sectors in line with the Nigerian content gap analysis framework. The Board’s gap analysis framework requires that the demand profile of goods, services and personnel required by the industry in the medium terms be evaluated periodically against baseline data of current capacities in-country.

 

The gaps that exist therein are used to determine the industry’s gap closure focus areas in manpower, manufactured materials, infrastructure supporting industry activities, oil Field services offerings and policy interventions.

 

In the 2023 edition of NOGOF, over 80 projects were showcased across the upstream, midstream and downstream sectors of the industry and attracted over 1,000 participants. Some of these projects are now in execution phase including UBETA, Sonam Gas Pipeline Sectional Replacement, Gas Terminaling LPG/ Propane Terminal Project among others.

 

For NOGOF 2025, we hope to have a higher number of opportunities for presentation by international and indigenous project promoters ranging from upstream drilling campaigns, gas development projects, refinery projects, to new midstream and downstream investments. These projects are the demand signals that will define the trajectory of the industry for the next five years.

 

However, showcasing opportunities alone are not enough. The critical question is: how do we, as an industry, position ourselves to effectively win and deliver on these opportunities within facilities located in Nigeria? Our audience demography consists of Nigeria oil and gas service companies who will benefit from information that will be shared today, to shape their growth aspirations in the direction of the compendium of future project demands, thereby ensuring that capacities built are being utilised with desired quality, speed, and competitiveness.

 

NOGOF 2025 is not just a forum to hear about opportunities; it is also a marketplace to connect, collaborate, and prepare to execute. We therefore urge all participants to engage proactively, and seek out partnerships and alliances for technology acquisition, business insights, and sustainable in-country value addition

This biennial gathering has become one of the most important platforms in Nigeria’s oil and gas calendar — a space where strategic collaboration is forged, investments are unlocked, and the future of our industry is shaped through inclusive dialogue and shared ambition.

 

NOGOF was established with a clear ambition: to create a platform where opportunities across the value chain are not only spotlighted but also translated into tangible outcomes that benefit the Nigerian economy. At its core, this fair is about ensuring that the value generated from oil and gas

projects is retained within our borders — through strengthened local content and enhanced indigenous capacity.

 

This year’s edition is taking place at a critical time in our nation’s energy evolution. With global

dynamics shifting and domestic expectations rising, the 2025 agenda is carefully curated to offer clarity, direction, and actionable insights. Across the two days, we will hear directly from policymakers, regulators, financiers, operators and service providers.

 

The panel sessions are designed to dig deeper into the policies and programmes shaping the sector. From Presidential Executive Orders to Human Capital Development and the performance of the Nigerian Content Intervention Fund, each discussion will offer practical perspectives from those

leading the charge — government agencies, development financiers, EPC leaders, and the sectorial

working groups under the Nigerian Content Consultative Forum.

 

What sets NOGOF apart is its unique focus on implementation. This is not just a place of ideas — it is

a platform for action. It connects vision with execution. It equips participants with the tools, insights,

and networks needed to move projects forward, align with evolving regulation, and scale Nigerian

capacity in meaningful ways.

 

The theme of this year’s event, “Driving Investment and Production Growth: Shaping a Sustainable Future for Nigeria’s Oil and Gas Industry Through Indigenous Capacity Development” reflects a bold and necessary commitment. It is a reminder that our ability to attract investment, drive production, and secure a sustainable energy future depends on how well we nurture our people, strengthen our institutions, and champion local excellence. We also will be hosting the Champion awards and Gala

Dinner on the 21st and look forward to welcoming you as our guest or celebrating you as an awardee.
